Use technical account for uploads to QGIS plugin repository

Currently my own personal OSGeo account is shown as "Uploaded by" on https://plugins.qgis.org/plugins/profile_manager/#plugin-versions

It should show our technical account wheregroupqgis instead.

Figure out why this is and set it up correctly.
