code-quality workflow external dependency issue

The code-quality github actions is currently failing because docformatter 1.7.7 (latest version currently) has a dependency that is broken. Will probably be updated soon.

Branch names were changed in the workflow files for now so the code quality github actions don't run while this dependency is broken.
