getPendingMemoJobs returns incorrectly

It looks like a bug when the job status is

nextPhase: 3,
status: 'PENDING',

acpClient.getPendingMemoJobs() returns nothing about this job.

I dug into this and traced the full code path:

getPendingMemoJobs() → AcpService.getPendingMemoJobs() → GET /jobs/pending-memos

The client SDK has no filtering logic that would exclude jobs with nextPhase: 3 + status: PENDING. The method simply passes the response through:

This means the bug is in the backend API implementation of the /jobs/pending-memos endpoint, not in this SDK repo. The backend query likely has a filter condition that excludes nextPhase: 3 jobs.

Suggestion: This issue should be forwarded to the backend/API team to check the query logic for the /jobs/pending-memos endpoint.
