GeoSpatialTypeResolver needs to be updated

It relies on datamart_geo and is out of sync with it.

The resolver sees a 503 error (server unavailable) which can be resolved by updating datamart geo to the latest version. One suggested upgrade is to switch dependency from datamart_geo to refdata.
