Currently, when using the cost estimator, or when calculating costs, mid grades are used and are hard-coded into the code. But at UoM we have just updated our costing policy to use different spine points for estimates. This involves reworking how the actual calculation is done. This shouldn't be the case -- there should be an option somewhere that allows these values to be configured from the available refs so need to explore how this can be made more flexible while at the same time, updating the Manchester instance to follow the new policy without tying other instances to following the same logic.
