[FRQ]: ToDo action - add (optional) button to make an issue?

What are you asking for

As a user of the ToDo action I would like to be able to (optionally) click on a button within the comment made from the action, in order to open a new issue to deal with the ToDo.

Acceptance criteria:

• there's a button that's optional
• clicking it opens an issue with a pre-populated title and/or description relating to the text after the ToDo

We have tech to apply a comment (to PR or Commit) that supports markdown. We can do links that start the Issue- or PR-making process.

A button to make one of them directly? Tricky. Pre-filling a template issue using a link is easier. (Can we style a link as a button on Github, given the CSS restrictions?)
