A new coat of paint: Transition sphinx-rtd-theme to organization control and evaluate theme alternatives

The sphinx-rtd-theme is currently maintained under personal account ownership but needs to be moved under organizational control. Additionally, want to evaluate alternative themes to better differentiate from Proplot's documentation styling.

Tasks:

• Transfer sphinx-rtd-theme repository ownership to organization account
• Review and document current theme configuration and customizations
• Research alternative Sphinx themes that align with project needs
• Create prototype builds with 2-3 candidate themes
• Compare themes for:
  • Visual differentiation from Proplot
  • Readability and navigation
  • Mobile responsiveness
  • Customization options
• Present theme options to team for feedback
• Implement chosen theme with necessary configurations
