Only administrators should be able to modify or remove applciations

Currently, group leaders and presidiums of committees can remove or modify applications of their group. Only administrators should have this permission.

The error is in the following lines

rules.add_perm('involvement.change_application', is_super
| member_of_team_appl & can_modify_application)
rules.add_perm('involvement.delete_application', is_super
| member_of_team_appl & can_modify_application)

These lines interact with: involvement/rule_utils.py and involvement/models/role.py.
