[LIBRARY] - PM100 Inverter Library (Two-Way CAN Bus Comms)

The CAN Bus doesn't follow the usual Sensor structure. Development requires a little more thought.

TODO:

• Implement the CAN library for TX/RX of frames (should probably test this)
• Be able to request and receive diagnostic information from the inverter (Sensor)
  • Build framework for sensor class @JLefebvre55
  • Lay out which reads we need @JLefebvre55
  • Implement the actual CAN request/received @pietrea2
• Be able to set and send ALL operating parameters (Actuator)
  • [OOP] - Build Actuator Base Class #18
  • Setup params (direction, enable, etc.)
  • Operating params (torque, speed, etc.)

Waiting on software to be done testing the inverter. Until then I'll mark this as resolved for now.
