Create function to support submission of GIS for new point AUs to ATTAINS.

Does this workflow need to support downloading existing ATTAINS point AUs and appending the new ones so user can submit a single point geometry file?

If you are talking about an organization that already has GIS for point AUs and is adding GIS for new ones, they only need GIS for the new ones.
