Add X-CWMS-LRTS-Formatting header to OpenAPI Spec documentation.

1. Users are not aware they can set the header.
2. The Swagger UI does not show the header either.

Insert Header definition into appropriate endpoints so that users can select the desired
option when requesting data.

Additional context
Easiest is to just add it to everything.
