Extract BDPE interface into separate plugin

Currently modules vortex.nwp.data.providers and vortex.nwp.data.stores define BdpeProvider and BdpeStore which are specific to MF.

Particularly, vortex.nwp.data.providersBdpeProvider relies on a file bdpe-map-resources.ini which is supposed to be available at class instantiation.

Both BdpeProvider and BdpeStore, as well as associated helper classes in nwp.data.stores should be moved out of vortex-nwp.
