Request: Have the "Install Assessment" go directly to the Assessment Builder page

Currently when you want to install a new assessment you click the "Install Assessment" button under Instructor Actions then are taken to another page where you have to click "Assessment Builder." There is only one option on this page so it would make sense for the button to simply take you directly to the assessment builder page instead of an intermediate step between the two.
