Order exposure bands by position instead of priority

What to build

Remove user-managed band priority. Present and apply exposure bands in their natural exposure order so the editor reads from low exposure to high exposure.

Acceptance criteria

• Stops-mode bands are shown from the most negative stop to the most positive stop.
• IRE-mode bands are shown from the lowest IRE value to the highest.
• Moving a band automatically updates its position in the list, graph, and legend.
• Priority labels, drag-to-reorder handles, and raise/lower priority actions are removed.
• Bands at equal positions retain their creation order.
• Overlap resolution is deterministic from stop order and requires no manually managed priority state.
• Import/export continues to round-trip configurations without exposing priority controls.
