It's of limited usefulness if one has to launch a separate application to adjust the volume. It's not clear to me yet whether overlays are limited in what they can render and how, or if an overlay can use Unity. OpenVR Advanced Settings may be helpful in determining this. OpenVR itself does seem to include the word "overlay" in Unity code...
