Don't force labelling of time between charts with time-between suffix

Users can choose to indicate the existence of a T chart by specifying their own custom title or comment in the measure config or report config.
(Alternatively, the suffix could become an argument to the spcr_make_data_bundle() function, perhaps with a default value of "time-between" or "".)

I'll have a think about this. I'm a bit opinionated and I like the mechanism of a package automatically standardising output so that users have less to think about.

Human Input Needed

Two competing approaches are mentioned in the issue, and a design decision is needed:

1. User-controlled via config: Users can specify a custom title or comment to avoid the suffix — but this requires no code change; they can already do this. What enforcement currently exists that forces the suffix?
2. New function argument: Add a time_between_suffix argument to spcr_make_data_bundle() (or spcr_make_report()) with a default of "(time-between)" or "".

Which approach is preferred, and what should the default behaviour be?
