Set up Hardhat deploy script and verify contract on Basescan

Create scripts/deploy.ts using hardhat-ethers. After deployment, automatically verify the contract source on Basescan using @nomicfoundation/hardhat-verify. Add npx hardhat deploy --network base-sepolia to the README's getting started section.
