Add documentation for ddev only setup

The current develop environment documentation is based on TYPO3-testing-distribution

We want to make clear that other possibilities to set up a dev environment for the tea extension are possible.
We should at least mention and describe a plain ddev setup in the documentation

Acceptance criteria

• There is a ddev chapter in the develop environment section
