Create a release checklist

This needs to include at least:

• All NuGet packages have been updated.
• All dotnet tools have been updated.
• WiX was updated to the latest version.
• Release notes have been prepared.
• Translations are done for all core translated languages.

After creating the release:

• The release correctly installs in a test environment. This requires an installation that checks for prerelease versions.
• Release is published.
