Not critical as Compression is now rarely needed.

The Energy report counts the cores active during
_execute_load_application_data_specification(self)
_execute_neuron_expander
_execute_synapse_expander
_execute_buffer_extractor

but not during OnChip Compressions

fix is
-Add a TimerCategor.OO_CHIP_COMPRESSION

• Work out how many cores are active at that time
• update compute_energy_used.py
