Build a N-of-M simulator / simulation

An N-of-M population would be one in which when N of the M neurons in the Population spike, the others are stopped from spiking.

Is the idea to stop the Population from spiking or to change the Projection weight to 0

What timings are intended here.

• Only N should spike each tick
• Once N have spikes ever there should be no more spikes ever

Should be relatively easy for a Population that fits on a single core.

Population on the same chip could use sdram to store the count

Once the Population grows to more than a single Chip this is unlikely to work.
