With the right magic, as of 1/26, both Chrome and Firefox support push notifications, even when the site isn't open, without requiring a browser extension. This will allow cootie notifications even when SockSite isn't open, possibly with a call-to-action to open SockSite for more details about the storm.
I don't believe we can currently monitor whether a TDWTF tab is open without a dedicated extension, so that cootie notifications are only show during active browsing, but the people who add the service worker would likely want those notifications at all times anyway.
