Add Tuition Payments Management

it would be tedioud for accounting department to have a seperate system to handle billing of student tuition fees

Add a module that allows those responsible to bill tuition fees for students to be able to do so

Describe alternatives you've considered
I have not found an alternative since this has to be a core module
