For some reason, upgrading from '13.2.7521' to '13.3.7600' fails due to the above error.

Very weird, my VS 2019 is definitely configured to have the Sitefinity Nuget server in the sources.

And here is in the console window:

Hi, this is something that we've encountered and it seems related to the way nuget resolves packages. Can you try to move the nuget.sitefinity source to be the first in the nuget.config list.

In VS 2019 Sitefinity Nuget is the first source.

In \sf-cli-win-x86\PackageManagement folder, again the SF is first:

 <packageSources>
    <add key="Sitefinity Public Repo" value="http://nuget.sitefinity.com/nuget/" />
    <add key="NuGet official package source" value="https://nuget.org/api/v2/" />
  </packageSources>

(hm, wonder if the fact that it is http and not https here may have caused the issue? I cannot test again, because I already upgraded manually via Nuget in VS)

My solution also has a Nuget.config file, with only 1 source in it:

This helps with azure app service deployments.

For some reason it seems like only v3 nuget package source is taken into an account - "Error occured while upgrading Telerik.Sitefinity.All. The error was: Package 'Telerik.Sitefinity.All 13.3.7600' is not found in the following primary source(s): 'https://api.nuget.org/v3/index.json'
This is at a step where the CLI is executing Update-Package commands in the Powershell console

where is v3 nuget source coming from?

It is not comming from the CLI. Maybe some machine level nuget conifg?
