Configure publishing the RBS crates

After #406 and #407, we will need a way to actually publish the crates to crates.io, so that we can use it in Saturn. As part of this issue, we need to:

• Create a crates.io account to publish them
• Set up some automation for the releases? Not sure how RBS is currently published

Released 0.1.1 to ensure the crates build.

RubyDex doesn’t accept BSD-2-Clause, but RBS is licensed under it. I added BSD-2-Clause to the accepted list in the PR, but I’m not sure if that’s acceptable.

I don’t have a strong reason to keep RBS under BSD-2-Clause (instead of BSD-3-Clause or MIT), and I’m open to changing it—though I’m not sure how much work that would take. If RubyDex can accept BSD-2-Clause, that would be easier.
