have legacy editor automatically put cursor on text line

when clicking a line in the legacy (might need a different name than legacy) editor to add a comment the user has to click into the text box to add a comment. The UX should be when clicking a line to add a comment it should drop the user automatically into the text field so they are able to start typing the comment without requiring them to click into it
