Move Telescope out of Seneca-CDOT and into its own open source org

All of our CI/CD jobs are failing on GitHub Actions now due to account billing:

The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings.

I think we've out stayed our welcome in Seneca-CDOT, and should move to our own org. I'll file a similar issue for Starchart after this.

With Telescope, a bunch of things are going to break with this move, and I don't know what they all are. We'll have to do some research and planning for this move.

Created the @DevelopingSpace org, and will work on setup, adding people, and slowly move things over. I'll give lots of notice to the team before I do this, but be aware that it's coming.
