Offline PWA: Tier 3 — field observations (deferred from MVP)

Part of #1. Tier 3 — deferred from the Tier 1+2 MVP, tracked so it isn't lost.

Structured field-observation capture inspired by the LakePulse 2017–2019 field manual (Appendix L). Mostly misc_param:* (no MIxS slot) plus one real slot.

Scope

• Presence-flag observation block (yes/no + describe), stored as misc_param:*:
  • odor, surface scum / algal bloom, floating material, wildlife/birds present, livestock access, recreational activity nearby, shoreline-development %
• samp_capt_status — real MIxS slot — "collected" vs "not collected (reason)" for field QA / sampling-completeness (LakePulse "was X sampled / planned but not collected").
• Video capture — lowest priority; weigh storage + upload-size + offline-Blob implications before committing.

Notes

• LakePulse sky-octa (0–9), precipitation, and water-state pick-lists can seed the misc_param option sets here.
• All misc_param values land in the sample_values EAV → no schema migration.
