Offline PWA: Tier 2 — weather / water-state context block

Part of #1. Tier 2.

A carry-forward wizard step capturing field conditions. All existing MIxS v6.3.0 slots → stored in the sample_values EAV, no migration.

Fields

• air_temp, wind_speed, wind_direction, barometric_press, humidity
• water_current, tidal_stage (already routed to the "Other" bucket)
• Secchi clarity as misc_param:secchi_depth_m (no MIxS slot)

Notes

• Captured once per burst and broadcast across the batch (carry-forward).
• LakePulse sky-octa (0–9) / precipitation / water-state pick-lists can seed misc_param options later (Tier 3 territory).
