LakePulse captures date and time of sampling; we only store a date in collection_date.
Scope
- Capture collection time alongside date in the wizard.
- Store as a full ISO 8601 timestamp — MIxS
collection_date already permits this, so no schema change.
- Keep desktop/grid + exports tolerant of both date-only and date+time values.
