Track the remaining web console parity work where the frontend already exposes UI/API calls but the CLI/web backend does not yet provide equivalent implementations.
Scope
This parent issue groups the current web console gaps into smaller implementation issues:
- local tool version checks and install/update lifecycle
- skill backups, update checks, zip install, and skills.sh search
- app config directory override
- auto failover integration with daemon-managed proxy sessions

Each sub-issue should remain independently implementable and testable. This parent issue is only for tracking and planning; it should not block small, targeted fixes from landing individually.
