We need a way for admin users to be able to confirm emergencies if EITHER a staff member is already requesting to start an emergency OR they want to start an emergency on their own
- Create a box under the map/location box on MapAdmin.tsx
- Include a list that will update with any emergencies that staff members start
- If add buttons next to every emergency that a staff is trying to start that lets them either confirm or cancel
- Add a button at the bottom of the box that lets the admin start their own emergency (this emergency does not need to be confirmed by anyone)
