create EmergencyMap.tsx

• Should be located under the screens folder
• Should be accessible by both staff and admin (same page for both, only 1 total)
• Implement a box container to hold the map object once it is created
• Implement a back button (which should lead back to either staff or admin dashboard) and select incident location button (should not do anything yet)
• Do not worry about functionality; just create something that would look somewhat nice that can contain a large boxed in map in the center
