Pat/cli output

• Fresh up the output which the CLI is doing
• more control about whats printed out
• Changed the CLI interface a little so that export is based on eval which is based on resolve which is based on parse.
• Configuration options are now more nearby where they are needed and less globally.
• finding no std lib within search paths now brings up a message on stderr that user might want to use microcad install std instead of panic.
