Support creating references to devices from cpal's stable device IDs

cpal 0.17 introduced stable device IDs to reference an output devices across application starts. rodio should expose this field on its DeviceTrait as well as add a method to initialize a Device from said stable ID.

There is also an incompatibility with the OutputStreamBuilder:

The type problem disappears when downgrading from cpal 0.17.1 to cpal 0.16.0
