What is this feature

This feature will throw a Marlin Error if the Z-Offset is not set in a correct range.

Why this Feature

Since having an Offset of zero will make the nozzle do a bed crash, having Marlin throw an error before any movement commands are given may be a better solution. This will prevent users that print from the web dash or phone from accidentally crashing their nozzle because they forgot to check the Z-Offset.

This will be a Robo Specific Error that would save our users beds from unwanted pock marks
