I performed the following steps as described in the readme
docker-compose -f build-contracts/docker-compose.yml up --build keycloak-setup

Output:

keycloak-setup_1  | Import is TODO. We must find a way to generate an access-token on startup.
keycloak-setup_1  | With that we could use http://keycloak.github.io/docs/userguide/keycloak-server/html/admin-rest-api.html
keycloak-setup_1  | You can do the import manually as Keycloak admin:
keycloak-setup_1  | In 'Add Realm', select Testrealm-realm.json
keycloak-setup_1  | In the new realm, use 'Import' with Testrealm-users-0.json
