I've taken a look at the 2024 Census Voter Supplement File data outside of the cpsvote package. It seems that in 2024 for the voting question, pes1, the -9 (No response) is not in the codebook or the data. I wonder how you have dealt with this. Note that the turnout rate excluding the -1s (not in universe) and the pwsswgt weight is 74% (when run outside of cpsvote). It seems unlikely to me that the weighting adjustments from Hur and Achen would bring that down to the 65% or so rate the CPS reports in their tables online.
