Tutorial completion: Local Neighborhood contribution

I completed the Local Neighborhood tutorial from the contribution guide.
My PR is on my fork:

Jeebjean#1

All 11 Local Neighborhood tests pass locally and the Snakemake workflow
runs end-to-end on both example datasets. I'd appreciate your feedback
when you have a chance, especially on a few small deviations from the
guide I noted in the PR description (Pydantic config, DatasetSchema,
container_settings fallback).

@Jeebjean thanks for sharing your progress and pull request.

The three issues you noted all sound like instances of our contributing guide instructions and examples being stale after parts of the SPRAS implementation changed. Would you feel comfortable making a separate pull request to this SPRAS repo updating the instructions and examples to correct those issues?
