Tasks: GitHub lifecycle polish (Issue create + archive vs delete) #278

Description

@ReBoticsAI

Summary

Polish Tasks ↔ GitHub Project lifecycle after #259: create real Issues in a chosen repo (not only Draft issues), and make archive vs delete clear and correct in both directions.

Follow-up from closed epic #259. Today: create defaults to Draft on the Project; delete in GodMode removes the Project item (Issue/PR kept); Sync drops local cards removed on GitHub.

Scope

  • Create as Issue: option to create an Issue in a chosen repo and add it to the Project (keep Draft as default or equal choice)
  • Repo picker constrained to repos the GitHub App / token can access
  • Archive vs delete: clearer UI copy and behavior both ways (GodMode archive/delete ↔ Project archive/remove); document what happens to the underlying Issue/PR
  • No silent data loss of Issue/PR content when removing from the Project

Out of scope

Acceptance

  • Operator can create a card as a Draft or as an Issue in a chosen repo, added to the linked Project
  • Archive and delete paths are labeled distinctly; Project item removal vs local-only delete is understandable
  • Sync still drops GodMode cards for items removed/archived on GitHub
  • Short lifecycle section in docs/features/tasks.md
