Improve API data report

When something goes wrong on the API we are returning the original error message from the DB revealing our internal data structure instead of a meaningful message about what was wrong

Addressed in PR #264 and earlier PRs — API now returns GenericErrorResponse with meaningful messages instead of raw DB errors. Services wrap all errors with context before returning to handlers.
