Infra: Attach Elastic IP to Kaapi Instance

Currently, there is no Elastic IP attached to the kaapi staging instance, which limits accessibility and requires updates to DNS records.

• Attach Elastic IP (to be done after services are up).
  • kaapi-prod-ui-guardrails
  • kaapi-staging-ui-guardrails

Describe the current behavior

• Currently in the kaapi staging there is not any elastic IP attached. and then update the DNS records accordingly.
