Baserules with customobjects are not fully supported in BASED mod. Customobjects are apparently used for supporting the special syntax used by PLAY (Eg Baba play A).
The below image comes from installing BASED mod with mega modpack. Making a baserule using STARTS/CONTAINS/ENDS with letters does not parse since STARTS/CONTAINS/ENDS also uses customobjects. (Credit to @theuserwhoishere in discord)
