Set Default Distance for Alerts

New Alerts default to Areas. Nice to have an option to use Distance by Default and if so, use a Default distance.

Shipped! 🎉 Implemented in #301 (closes #298) and merged to main — it will be included in the next release.

You can now set a default delivery scope for new alerts from the user menu → Alert Defaults: choose whether new alerts default to Areas or Distance, and pin a default distance. It seeds every add-alarm dialog and the Quick Pick apply dialog. Applies to newly created alerts only — existing alerts are unchanged, and you can still override per-alert.
