Try fix formatting of agendas made in Positron vs RStudio

Try to reproduce problem of wonky bullet sizes (when creating a new bullet with Return) and heading formatting (faint horizontal line); I think this arose for ESA Call 1 agenda.md / html made with Positron. No subsequent problem making Calls 2-5 with RStudio.
