Remove the NuGet reference of jose-jwt from Public.Security namespace.

Requirement

• Because currently not using jose-jwt it is only used in JWK and CNG keys conversions of ECC.
• Also, the process of generating JWKs from ECC CNG keys has not been achieved in jose-jwt.
