[FEATURE] Option to skip connecting to api.steampowered.com during game launch

Prerequisites

• I have searched existing issues and confirmed this has not been requested.

Problem / motivation

Sometimes I cannot connect to api.steampowered.com, which causes the game to get stuck on the blue "Launching" text indefinitely when I try to start it. However, once I am able to connect to api.steampowered.com or if I switch Steam to Offline Mode, the game launches normally.

Proposed solution

Could you please add a feature or a launch option that allows Steam to skip connecting to api.steampowered.com when launching a game?
