[BUG] OFFLine mode Steam run cannot Decrypt game

• I have searched existing issues and confirmed this has not been reported.
• I am using the latest build version from the releases page.

Describe the bug

OFFLine mode Steam run cannot Decrypt game

Steps to reproduce

As the log, Offline Mode is 21：39：10 before，game is not Decrypted. Online Mode is 21:40.01, the game is Decrypted.

Expected behavior

Offline Mode can Decrypted game.

Actual behavior

Only Online Mode can Decrypted game.

This issue does indeed exist; after launching in offline mode, unlocked games become inaccessible!
