Sort: drag&drop sort snaps not to next item on list end

Describe the bug
If a user wants to sort items in list via drag&drop, it is not possible to place the items at the end of the list and wait for an automatic scroll. The list is static.

How to Reproduce

1. open a meeting
2. open agenda > add enough items to get a scroll bar
3. open the agenda list > open sort view > drag the first item to the end of the list. It won't snap & scroll down to the next item.

Expected behavior
In previous versions it was possible to drag&drop an item to the end of the list and wait a moment until the listing scrolls to the next item. This behaviour should be reintegrated for all sort lists.

Additional context
Maybe an old PR of version 4.2.7 had an affect on this. Possibly this one #4709

But I'm not sure.
