What happened?

When registering a tentacle using the setup wizard, the dropdown for tenant tags is listing all TagSets. This can lead to registering a tentacle with TagSets that are not scoped for tenants.

Reproduction

1. Create a tag under Default Target Tags
2. Using the Tentacle Setup Wizard, create a listening/polling tentacle. On the Registration step of the wizard under Tenants section, select the Default Target Tags/xxxx - tag you have just created.
3. Complete installation

The deployment targets page will now be broken.

Be careful to select TagSets that are scoped to tenants when registering a tentacle.
